This is where they were sent if the US was not sure whether to accept them. Sometimes because of medical (or rather seemingly medical) reasons and other times because the fear in their eyes was mistaken for madness or some psychological disease. They also did intelligence tests which we were wondering whether every American could pass them today ;-)
